Moving broker vs moving company: what’s the difference?
When you search for interstate movers in PA, many of the companies that come up are not movers at all. They are brokers.
A moving broker sells your move and then arranges for someone else to perform it. Under federal rules, brokers do not own moving trucks and do not employ the movers who handle your things. They take your booking and your deposit, then pass the job along to a carrier, often whichever one accepts the price.
A moving company (the carrier) owns the trucks, employs the crews and physically moves your home. Interstate movers must be registered with the Federal Motor Carrier Safety Administration (FMCSA), and you can look up any company’s USDOT number on the FMCSA website to see whether it is registered as a carrier or a broker.
Why it matters: a broker’s job is to win the sale. That is why broker quotes are often low, and often given over the phone without anyone seeing your home. The company that actually shows up may price your move differently, and the people you spoke with may not be the people accountable for the result.

Consolidated shipment vs private load

Understanding your estimate
Federal rules recognize different estimate types for interstate moves, and knowing them protects you.
- Binding estimate. The price is set in writing for the items and services listed. If nothing changes, the price does not change.
- Not-to-exceed estimate. Also called a binding not-to-exceed estimate. You pay the estimate or less, never more, for the items and services listed.
- Non-binding estimate. A best guess. The final cost is based on the actual weight and services, so it can come in higher than quoted.
